Request to Issue a license for NGOs

Through this service, you can apply for a license for nonprofit organizations in the Emirate of Abu Dhabi, provided that the procedures for officially declaring (registering) the association or foundation are completed by the Ministry of Community Empowerment

• Service terms and conditions: 

1. Founders Requirement
   • Association: The number of founding members must not be less than seven (7).
   • Civil Foundation: A foundation may be established by one (1) or more founders.
   • Union (Federation): The number of founding entities must not be less than five (5) public benefit organizations with similar objectives.
   • Social Solidarity Fund: The establishment of a Social Solidarity Fund is limited to legal persons, in accordance with the applicable legislation.
2. The percentage of founding members holding UAE nationality must not be less than 70% of the total number of founders, non-UAE nationals may participate in the establishment of associations subject to the following conditions:
   • Their percentage must not exceed 30% of the total number of founding members.
   • The member must not hold diplomatic status.
   • The member must hold a valid UAE residency for a period of no less than three (3) years.
3. The founding member must have reached the age of legal majority in accordance with the applicable legislation in the UAE.
4. The founding member must be of good conduct and reputation and must not have been convicted of a felony or a misdemeanour involving moral turpitude or breach of trust, unless they have been rehabilitated.

• A study on the social impact of licensing a public benefit organization in the Emirate of Abu Dhabi.

3. Receive the final approval on the request once completed
